We work closely with decision-makers at C-level and design complex federal programs from concept to implementation. As a (Senior) Manager (f/m/x), you will take on professional responsibility, lead teams, and strategically develop topics. You will identify and develop leads with existing and potential new clients. You will have the opportunity to actively contribute to the growth of our Public Sector Practice and advance both personally and professionally.
We work in a practice-based organization that allows our consultants, starting at Senior Consultant level, to align with a clearly defined area of expertise – in this case, the Public Practice.
This enables you to develop as a subject matter expert, deepen your knowledge, and build strong specialization – while remaining part of our interdisciplinary project business. Our goal: for you to grow not only as a consultant but also as a thought leader in your practice area.
Your Responsibilities as (Senior) Manager
Lead strategic programs at federal and state level (e.g., administrative digitalization, register modernization, cloud & AI initiatives, security and resilience programs).
Advise C-level executives in ministries, authorities, and public IT service providers on organizational development, governance, steering, impact logic, and regulatory feasibility.
Manage stakeholders in a federal environment – close collaboration with BMI, BSI, ITZBund, FITKO, state CIOs, data centers, audit offices, and staff councils.
Act as a thought leader: advance our positions on digital transformation topics in the public sector.
Take responsibility for accounts and proposals, including service descriptions, EVB-IT-compliant contract models, cost-benefit analyses, and value arguments.
Facilitate and communicate: lead workshops and discussions, present results, and represent them in committees.
Build and develop teams: foster individual potential, provide coaching, and create an environment for rapid learning and growth.
What You Should Bring
Must-Haves:
5–7 years of experience in consulting or industry within the German public sector, with content and results responsibility.
Solid knowledge of procurement law, including specifics for cloud and AI projects.
Confident handling of data protection and information security.
Practical knowledge of AI in the public sector.
Expertise in at least two administrative domains (e.g., Interior/Security, Justice, Health, Education, Labor & Social Affairs, Finance).
Network with federal and state authorities as well as key public IT service providers.
Excellent German (C2*) and very good English skills.

Nice-to-Haves:
Security clearance (at least Ü1/Ü2) or willingness to undergo the process.
Experience with OZG/EfA, register modernization, data spaces, and interoperability.
Experience with cross-ministry or cross-state framework agreements, call-off logic, and EVB-IT special conditions.
Deep knowledge of German administrative governance & budget law.
Insights into major specialized procedures (e.g., Central Register of Foreigners, POLAS/INPOL, BA systems, e-file suites, budget and cash solutions).
Knowledge of international public sector trends (GovTech, data spaces, digital identities, EU “Once Only” principles).

Monthly gross salary starting at €7,917 (Manager) / €10,000 (Senior Manager)
